The European Union integration process is a
national goal in programme of the democratization and transformation of
the Albanian society, in line with the values and moral rules of the
United Europe that will bring an end to this ongoing transition, which
has failed to create democratic organizations, models of sustainable
development and quality of life.
Obtaining the candidate status and the
starting membership negotiations with the European Union shall
constitute the procure that will guide the political action of the new
ruling majority. The correct execution of the Stabilization and
Association Agreement (SAA), the fulfilment of the remaining part of the
Action Plan of the 12 priorities are key elements that will condition
the quality and speed of Albania’s EU membership process.
We are going to elaborate the new Strategy
for Development and Integration 2014 – 2020 and the other sectoral catagories, ensuring the coherence of such documents with IPA II. In order to, we are going to update the National SAA Implementation
Plan.

and bilateral and international assistance coordination model by
channelling it towards the country’s development agenda. Instead of the
existing institutional back-and-forth way of acting, we shall establish
an inter-institutional mechanism that will acknowledge the needs and efficiency that are in place for planning and execution the EU-funded
projects.
We shall implement the recommendations issued
by the EU auditors in relation to the recognition of the structures
designated to deal with the management of the EU funds. At the same
time, we shall make sure that institutional duties are clearly
assigned for the correct management of foreign aid, including the role
of the National IPA Coordinator (NIPAC). We shall coordinate the duties of state authorities with regard to the EU-funded
projects in infrastructure and take preliminary measures that will
enable the management of the IPARD funds for agriculture.
